City Manager Michael Spurgeon recently announced the promotion of Brandy Parks and Emily Rowland to new roles at the City of Broken Arrow.

Specifically, Parks has been named Assistant Director of Utilities, and Rowland now serves as the Environmental Division Manager.

The City of Broken Arrow is delighted to have such talented and dedicated individuals in key positions who will continue to serve the community with their expertise and professionalism.

As Assistant Director of Utilities, Parks provides oversight of water transmission and distribution, utility construction, reclaimed water collection, and the Meter Reading Divisions. She also ensures compliance with the Oklahoma Department of Environmental Quality and EPA regulations. She oversees long-range planning of the city’s infrastructure goals and manages responses to emergency utility situations.

Rowland has worked for the city for five and a half years as a project engineer. She has recently been promoted to Parks' previous position. In her new role as Environmental Division Manager, she is responsible for overseeing and managing water and wastewater projects. Rowland also handles right-of-way acquisitions and maintains the Water and Wastewater Capital Improvements Loan Program.
